Abstract: This contribution aims to highlight the importance of analyzing the professionals from theEuropean field of power in order to understand the European policy. Using a sociologicalapproach, this article examines the central role of policy experts from mezzo level whichinvolve in European policy-making. After a study of agenda-setting and adoption of theEuropean arrest Warrant just after 9/11, we will focus on the judges and civil servants fromthe national and European institutions, who define the new European extradition law’snormative form. Understanding collectives and individuals logics of action of these experts incriminal matters provides meaning both to the European policy and to the questions ofexpertise and socialization at the EU level.
