Russia's Structural Reforms -1986~2006, 20 years after the start of Gorbache's "perestroika"-(in Japanese)

Abstract: This paper describes Russia's economic policy over the 20-year span from 1986 to 2006. It began with the reformation of the socialist system, initiated in the late 1980s by the Gorbachev administration, and goes through to the structural reform implemented from 2000 by the Putin government. Full-scale transition from a centralized planned economy to a market economy began in 1992. The initial stage of market economy was built under a policy summed up as "liberalization, privatization and economic stabilization." Thirteen key social/economic structural reforms are examined in this paper, along with an overview of industrial policies considered to be indispensable for Russia's future sustainable growth.
