Public Communications - Current Situation and Future Challenges of the Government of Japan(in Japanese)

Abstract: Nowadays, in the developed nations where citizens' needs and perspectives have been diversified, while interactive communications between governments and citizens or among citizens in the process of both making and implementing policies are essential to establish their effectiveness, danger of spinning or digital divide has been increased due to the rapid increase of information technology. Under such circumstances, this paper explores how to carry out public communications in effective and legitimate manners through the analysis of the Japanese Government's advertising activities in the process of individual policy-making, information providing as a daily routine and comments gathering. In Chapter one, it analyzes public communications carried out by ministries based on the following categories: Category A (routine communications of public activities in the area of safety, environment and disaster prevention), Category B (cross cultural or inter-organizational communications), Category C (communications in the process of policy-making), and the mechanisms and activities of the exclusive government publicity organs (Cabinet Public Relations Office and Government Public Relations Office). Chapter two includes detailed profiles for oversea trends (the USA and the UK). As a conclusion, it makes some suggestions on public communications for the future based on the analysis described above.
