Research on Management-Style in City/Local Authority Management Possibilities and Capabilities of Empowerment type model(in Japanese)

Abstract: This paper explores possibilities and capabilities of the two management styles, there are, lead-control type management style and empowerment one, from the viewpoint of how to create local authority management, on the basis of "the questionnaire survey regarding local authority management" executed by ESRI February 2008. There are several implications as follows. (1) Most of local authorities have the intention to implement lead-control type management style, but they have been restricted to apply some concrete methods. (2) In Japan empowerment type management style is not well-known in general; the degree of acknowledgment is very low. (3) From the several case-studies, it is not clear the relationship between city vision and management style. Empowerment management style can be more effective on adapting the fast environmental change in the 21st century. Positive approach seems to be effective in the design of the empowerment type management style.
