Abstract: India has achieved significant economic growth over the past decades but the progress on Health has not been commensurate. The inability to rapidly improve the Human Capital also places a binding constraint on the economic growth. Between 1991 and 2013, India has made significant improvements, life expectancy at birth increased by more than 7 years, infant mortality rate halved, total fertility rate dropped to near replacement level, and maternal mortality rate declined by about 60 percent. However, despite being home to 17.5 percent of the global population, India accounts for 27 percent of neonatal deaths, 23 percent of infant deaths and 23 percent of Tuberculosis (TB) cases in the world [Global Burden of Disease (GBD) 2013].
