Abstract:
The problem of balanced regional development received much greater attention in the Third Five Year Plan. The Plan took a more positive view of the possibility of reaching regional balance. It stated that a large country with extensive natural resources, viewing each phase of its development in the perspective of a long term plan, has the means not only to realise a high and sustained rate of growth, but also to enable its less developed regions to come up to the level of the rest.
