Abstract: This paper seeks to explain what happens within elected bodies at or near the local level in less developed countries, the interactions of elected representatives and bureaucrats at both local and higher levels, how the design of decentralized systems shapes events within them, the roles played by political parties, citizens, user committees, traditional leaders/elites and much else - and how all of these things influence the performance of decentralized bodies.
