Accessing Opportunities: Policy Decisions for Enhancing Urban Mobility

Abstract: This paper first considers the challenges of urban mobility faced by developing cities, before exploring the role for policy in improving connectivity. In Section 2, this paper looks at options for policymakers in meeting growing demand for private transport in cities through the management of supply and demand. Section 3 considers the trade-offs associated with regulation of, and investments in, different public transport systems.
