Abstract:
This paper uses the Kutzin framework as described in the WHO Bulletin in 2013.20. This version has the advantage of incorporating both health system functions and goals, and will help us in understanding the role and implications of difference underperformed functions for the broader health system. Importantly, this links health system goals to UHC, which is the overarching goal of the discussion.
