This paper addresses one of the most relevant questions of the international situation at the end of the first decade of the century: is it possi-ble to construct an effective relationship of co-operation between the leading nations of the North and the South, which over the last half century have adopted somewhat conflicting vi-sions in relation to international cooperation?
