Abstract: This paper seeks primarily to establish some benchmarks for policy and law for displacement and rehabilitation in India. It will do this by looking briefly at the actual experience of displacement due to big dams in India in 50 years, the resistance to big dams, and also by examining some of the major issues in the discourse about displacement and development in India.
