Abstract:
The approach of the PUCL to civil liberties issues underlines a crucial understanding: an understanding which has as its base the recognition of the fundamental truth that civil liberties is not a matter of theory alone, but can be meaningfully addressed only as a practical issue. Indeed the existence of a freedom in theory is a contradiction in terms.
