Abstract:
This article is mainly based on repeated field inquires in Haryana, Andhra Pradesh and Orissa, at different stages of reform. In these States, the reform, far from precluding to analyse what are classical SEBs, brought to light some processes formerly in the dark. This article aims at giving a detailed analysis of the working and the rationality within the ‘black box’ that SEBs represent for many consultants. [CSH Ocassional Paper No.1].
