Abstract:
In March 2006,President Maumoon Abdul Gayoom announced the "Roadmap for the Reform Agenda". The reform measures undertaken by the government have been half-harted. Instances of arbitrary arrests, detention, tourture, denial of access to lawyers have continuesd uabated.
