Abstract:
This paper is the product of an international research project of the Political Economy Research Institute (PERI), University of Massachusetts, Amherst, USA and the Centre for Science and Environment (CSE), New Delhi on “Natural Assets and the Poor†. The project was led by Professor James Boyce of PERI. It was first presented at the International Conference on Natural Assets at Tagaytay City, Philipppines in January 2003. [Working Paper No. 349]
