The BasicNeeds model of Mental Health and Development (MHD), Nepal emphasizes user empowerment, community development, strengthening of health systems, and policy influencing. The Nepal program was chosen because this allows highlighting operations in a fragile state where the government is unable to deliver even the most basic services, particularly in remote regions.
