Abstract: The policy covers all key issues of youth and has provided a framework that promises social, economic and political empowerment of youth. The central theme of the policy is integrated youth development by creating an enabling environment to help them develop skills, competencies and a passion for a positive contribution to the society. It develops human resource base of the youth and aims to transform them into a dividend and much needed human social capital through grooming their competencies, skills and social commitment.
