Abstract:
During the 11th Plan, decentralised planning became an accepted stake for sustainable resource management, better production and accessing opportunities of livelihood for and by the people. Decentralized approach has an inherent capacity to deal with felt needs and aspirations of the people and also motivate them to be the partners in the preparation and implementation of development plans.
