Abstract: The Himachal Pradesh HDR attempts to assess and explain the status of human development in the State and articulate policy implications. In the light of the definition of human development itself, issues related to health, education, environment and gender have been analysed in separate chapters. Gender and people’s participation issues have been considered as cross-cutting themes.
