Abstract: This Pre Budget Report incorporates the Medium-Term Budget Framework (MTBF). The MTBF links the spending plans of budgetary units to overall government policy objectives.The purpose of the Report is to provide a preliminary draft budget that assesses existing budget policies and new funding priorities for the next fiscal year and medium term. In essence, the MTBF is a tool for ensuring the medium-term fiscal sustainability of budget decisions, i.e. for setting budget priorities that can be funded from available resources.
