Look to the Forests: How Performance Payments can Slow Climate Change

Abstract:
This report argues that what is urgently needed is a tested but far from fully exploited approach to funding forest conservation: pay-for-performance transfers, under which public (and private) funders pay governments of forest countries annually as a function of their verified performance in reducing deforestation-based emissions of greenhouse gases.
