Abstract: This working group on Disadvantaged Farmers, including women is one of the key working groups for defining agricultural policy in the Twelfth Five Year Plan. Eighty-three percent of India’s farmers cultivate less than 2 hectares of Land. Much face insecurity of tenure and growing threat of land alienation and pressures from urbanisation, industrialisation, and powerful interests. They thus face constraints at all points in the agricultural value chain.
