Abstract: ‘Seeing like a citizen’ encapsulates within it the notion of being “heard as a citizen†. And it is in this context that the issue of voice has been explored in the research on ‘Deepening democracy, building citizenship and promoting participation’ (2007). This research has been conducted at BRAC Development Institute (BDI), BRAC University over the past two years. This research is part of a larger on-going programme under the Development Research Centre (DRC) on Citizenship, Participation and Accountability located at the Institute of Development Studies (IDS), University of Sussex.
