The Union Budget falls on February 29- this being a leap year. An online opinion poll on a leading media website reads: “Should Arun Jaitley prefer growth or fiscal deficit?†As India emerges as the fastest growing economy, the question is: How can the budget facilitate the growth story, without compromising on macro-stability?
