Product-developing SMEs and State of Formation of an Industrial Cluster in the Keiji (Kyoto-Shiga) Area (Japanese)

Abstract: In this paper we use the results of a questionnaire survey conducted among manufacturing firms in the fields of machinery and metals located in the area extending from Kyoto and its suburbs to the southern part of Shiga Prefecture. The results are used, first, to analyze the characteristics of product-developing SMEs, and to examine that they are firms of a type that could be expected to lead the formation of industrial clusters; second, to confirm the status of formation of an industrial cluster in the survey area; third, to study the possibilities for the development of linkages between large enterprises and SMEs with strong innovation capabilities, such as product-developing SMEs; and fourth, based on these findings, to identify the policy implications for industrial cluster policy, knowledge cluster policy, and policy for university-industry linkages. With regard to the first point above, we conduct our analysis by econometric methods, also using data on SMEs in TAMA (Technology Advanced Metropolitan Area) in the western part of the Tokyo metropolitan area, introduced in Kodama (2005, 2006a, and 2006b).
