Abstract: Productivity improvements rely on technological development, organisational progress and its broad deployment. An interplay of several additional factors result in a high complexity and dynamism of the innovation creation and diffusion process. These additional factors together with differences in effectiveness levels of local research and innovation (R&I) ecosystems result in investment in R&I not yielding the same returns everywhere. Apart from considerable time lags between the improvement of R&I systems and tangible economic outcomes, many other factors explain the underperformance of many less developed and transition regions as regards economic returns.
