Abstract: This study assesses the evolution of the European R&I Framework Programme, focusing on its integration of transformative innovation policy (TIP) to tackle societal challenges and foster deep societal transformation. Starting with the 6th framework programme in 2002, the analysis tracks the shift from technology innovation to addressing societal challenges and SDGs in EU R&I policies. The study notes the growth in budget and expansion of FPs in scope, objectives, and inclusivity. It highlights the introduction of new funding instruments emphasizing directionality, stakeholders’ participation and in support of experimentation. The study aims to enhance FP policy design for greater transformative impact, especially in discussions about the next Framework Programme (FP10).
