Alignment Capital: A Structural Framework for Synchronising Capital Cycles with Institutional Mission Cycles

Abstract: Institutions fail not primarily because they lack resources, technical expertise or managerial capability, but because their capital cycles are structurally misaligned with their mission cycles. Consider a hospital whose imaging equipment requires renewal every four years: despite competent planning, renewal windows are missed because capital is tied to annual budgets and political priorities. The equipment follows a physical mission cycle; the capital follows a fragility cycle. Even with adequate total funding, timing misalignment produces deterministic capability decay — and the dynamic is general across science laboratories, climate adaptation infrastructure and civic organisations. Drawing on Regenerative Cycle Architecture and Perennial Social Capital, we treat alignment as a two-operator process. The decoupling operator Δ separates capital from the four universal fragility cycles — financial, political, capability and civic — which otherwise impose volatility and temporal distortion. The alignment operator Λ then synchronises capital behaviour with the intrinsic mission cycles of long-lived public-good systems: asset lifetimes, scientific throughput, climate adaptation windows, civic continuity. Both operators are defined in Ghadamian; this paper's contribution is to state their conjunction as a single criterion and to show that each traditional capital class fails it structurally. Alignment holds when both operators succeed, and we argue it is the necessary and sufficient structural condition for regenerative institutional dynamics. We show that Perennial Social Capital is the first realised alignment technology — an architecture whose invariants satisfy both operators — and unify its deployment modes within a single framework in which each mode resolves a distinct dominant fragility cycle. The paper closes by establishing Alignment Capital as a category in institutional economics and introducing the Cycle Constitution, a mechanism for protecting temporal alignment against political, financial and civic volatility.
