Authority–Mission Misalignment in Complex Innovation Systems: A Regenerative Architecture Diagnosis

Abstract:
Complex innovation systems frequently fail to deliver mission outcomes despite the availability of capital, technical competence and formal governance. Conventional explanations attribute these failures to funding gaps, incentive misalignment or cultural resistance. This paper advances a different diagnosis: execution failure often arises from a structural misalignment between authority cycles and mission cycles. Drawing on Regenerative Cycle Architecture, it treats authority as a first-class architectural variable governing time-bounded commitment. Failure emerges when the authority to commit resources operates on slower temporal cycles than mission viability windows, producing decision delay, fragmented accountability and authority looping. The paper formalises this condition, identifies a recurrent symptom cluster, and distinguishes authority from governance — two constructs commonly conflated, and whose conflation is itself one of the mechanisms that stabilises the failure. The analysis is general and non-attributive, applying across public, quasi-public and multi-stakeholder innovation systems. The contribution is diagnostic rather than prescriptive: a structural lens for identifying execution failure modes that persist despite aligned capital and intent.
