Abstract:
Institutions fail under pressure — not because actors lack values, but because systems transmit pressure faster than judgment can operate. When evaluation, consequence, and threat are tightly coupled to action, decision-makers optimise for speed rather than competence, compliance rather than learning, and short-term stability rather than long-run capability. Enforcement appears to solve this problem by compelling behaviour; in practice it accelerates the very dynamics that cause collapse. Most governance, financial, and institutional systems treat enforcement as foundational — contracts, penalties, audits, surveillance, sanctions — yet these mechanisms share a structural flaw: they compress time. This paper develops an alternative premise. Behaviour is governed not primarily by moral intent or incentive calibration but by architectural rate control: the way systems regulate how quickly pressure, evaluation, and consequence reach the point of action. We formalise ease as a rate-setting property, identify three mechanisms through which it operates, and state the conditions under which enforcement-free compliance is stable rather than exceptional.
