Why Institutions Forget: Authority, Time, and the Failure of Governance Reform

Abstract: Institutions routinely lose memory, reset priorities and drift from their founding missions despite repeated cycles of governance reform. This paper argues that institutional forgetting is not a behavioural or cultural failure but a structural one: modern governance systems allocate authority to people and terms without binding it to enduring commitments. Authority is portable but not cumulative — it moves from officeholder to officeholder without carrying obligation across time. As a result, continuity depends on the discretionary choices of successive leaders rather than on formal obligation, making reset dynamics predictable under turnover. The paper shows why board reform, incentive design and cultural intervention cannot resolve this, since each operates on actors within a cycle rather than on the temporal structure of authority itself. We introduce authority continuity — the condition in which defined institutional commitments persist across leadership, political and organisational cycles independent of who holds office — and stewardship continuity schedules as the mechanism that makes it operative. Together they distinguish what may be decided from what must be sustained, preserving institutional memory as a property of the system rather than of its people, and enabling adaptation without forgetting.
