Abstract: The report is the second of two reports undertaken by the Policy Branch ofAAFC concerning WTO "green box" crteria and production neutrality. This second report is more technical in nature, and examines direct payment programs in Canada, the United States (U.S.) and the European Union (EU) against the standard of production neutrality.
