Jobs, Work and Citizens' Income: Four Strategies and a New Regime

Abstract: Two transformations are currently under way in Western Europe, one rapid, the other slow, but both stressful. In the labour market, mass unemployment and work flexibilisation have endermined personal security and unrevelled social cohesion. In domestic life, the demise of the male breadwinner and the partial convergence of gender roles have highlighted the distinction between working and having a job and have challenged the sexual division of labour as a whole. This paper makes two main claims : that what is required to tackle the job crisis and speed up progress towards gender equality is not so much a new policy as a new policy regime; and that the most promising basis for developing such a regime lies in the idea of Citizens' Income.
