Abstract: The purpose of this paper is to understand the rationale and to assess the viability of pooling mechanisms in the specific context of a common property resource, a coastal fishery in Japan. The authors also want to probe into the reasons why some groups (in fact, a minority) opt for pooling while the others do not, or why some groups succeed and some others fail.
