Rola instytucji w gospodarce opartej na wiedzy: aspekt regionalny

Abstract: Celem artyku³u jest analiza roli instytucji w rozwoju gospodarki opartej na wiedzy. Instytucje to zintegrowana sieæ powiazañ funkcjonuj¹ca w ró¿nych systemach (ekonomicznych i spo³ecznych), skalach (lokalnej, regionalnej i krajowej), i poziomach (jednostek, organizacji i ca³ego spo³eczeñstwa). Badania instytucjonalne wymagaj¹ dok³adnej specyfikacji ka¿dego z tych kryteriów. W artykule przeprowadzono analizê teoretyczn¹ wp³ywu instytucji na rozwój gospodarczy i poziom innowacyjnoœci regionu. Jej rezultaty potwierdzi³y problemy zwi¹zane z pomiarem czynnika instytucjonalnego i doborem wzorcowego zestawu instytucji formalnych i nieformalnych (benchmark). Na podstawie dokonanego przegl¹du koncepcji koncentruj¹cych siê na instytucjach i systemach jako podstawowych determinantach procesów innowacyjnych w regionach, potwierdzono akcentowanie w nich tylko wybranych elementów i mechanizmów tych procesów i tym samym odmiennej roli instytucji. Mo¿na zauwa¿yæ, ¿e czynnik instytucjonalny odgrywa najbardziej istotn¹ rolê w regionalnych systemach innowacji i innowacyjnych klastrach. The paper discusses whether institutions matter for development of the knowledge economy. Institutions are active at different “arenas” grouped into levels of inter-relation (individuals, organizations, communities), scales of governance (local, regional, national), and systems (economic and social). Thus understanding the role of institutions requires carefully selected categories that reveal all these elements. The theoretical analysis focuses on regional development and innovativeness. It indicates problems related to measurement of institutions and establishing the right mix of formal and informal institutions (benchmark). The paper compares theoretical concepts focused on institutions and systems as the key determinants of regional innovativeness. The results show that they emphasize different elements and mechanisms of innovation processes and thus different role of institutions. Institutions seem to play the most important part in regional systems of innovation and innovative clusters.
