Abstract:
Obtaining efficient operating costs of Electricity Distribution Companies (EDCs), which are not observed by the regulator, is vital to the tariff system of the electricity distribution industry in Brazil. Our objectives are to obtain and analyze the efficiency scores for operating costs of the Brazilian EDCs in a perspective of yardstick competition where variables out of an EDC' management control may explain their levels of efficiency. We use a two-stage procedure, DEA & Tobit. In the first stage we get the efficiency scores of CDEES by Data envelopment analysis (DEA). In the second stage we estimate, using a Tobit model, the effect of variables out of EDCs' management control on their scores of efficiency. We conclude that the Brazilian EDCs are very heterogeneous in terms of efficiency, operate with a scale above the optimum level, and privately owned EDCs are more efficient than public owned EDCs.
