Abstract:
This paper deals with the organisational design of utilities reforms. More precisely, we question the relevance of the radical vertical unbundling model adopted by Great Britain in the electricity and railways industries. The governance structures initially settled by the reforms have been deeply are rapidly modified so that we can naturally wonder if the model of radical restructuration of network industries is efficient and can last or if it is only a step toward a more stable organizational structure closer to the initial structure.
