Abstract: With the redeployment of the modes of Welfare state, actors such companies, local authorities, etc take again a role in the management of the national economic and social problems. The question of the articulation of the various levels of sociopolitic intervention arises then: between the national, the regional, the local, and the supranational one. With the decentralization increasingly more important of the policies, it is interesting to analyze, in a comparative way between France and Quebec, the role of these "intermediate" actors because of their place between the decision makers and the recipients of measurements. This way, it was necessary to clarify the way in which between these actors " governance" is produced.
