Abstract: In reference to the works of Perret, we consider evaluation as a process of formation of value judgments on an organization, a programme or an activity in an operational perspective. We first describe the french context which is characterized by a double movement: enlargement of the evaluation indicators and intensification of competition in the production of goods and services traditionally "sheltered". Then, we identify the main trends of evaluation and underline the issues at stake in this regard. Finally, we try to tackle the complex and sometimes contradictory consequences of evaluation practices on the evolution of the SEE (social and solidarity-based economy).
