Abstract: In developed countries, the debt in public financial regulation began a long time ago. Public debt dynamics results from a long common history shared by these countries, but it is also the result of specific national forms in the adjustments associated with budgetary constraint. It leads to various public financial models, in particular for the funding of social needs. In France, the State is at the core of public financial regulation and tends to crystallize the contradictions appeared in this system. They finally take the form of a severe deficit in the adjustment between State revenues and spending.
