Abstract:
if it is not deniable that many forms of reforming social protection systems do favour "rescaling", i.e. the organization and legitimation of social protection programmes at other levels than the national, the national nevertheless has remained the main "scale", even in most federal states, including Belgium with its profound divides. It is difficult to imagine rescaling process from the national/infra-national levels to the quasi-federal level without cultural changes to happen before.
