Abstract:
The notion of Universal service was necessary in the liberalization context in the telecommunications and electricity sector. It has led to a clarification concerning the content of public services, their costs, funding and the attribution of the missions to the firms. Risks also rely on this notion : especially the one of weakening the previous "public service".
