Abstract: Section 1 describes the motivations and history of the liberalization process in the European telecommunications sector. Section 2 points out the main limits of this process from both a theoretical and an empirical point of view. Section 3 provides elements to compare on the one hand the European process and, on the other hand, the USA and South Korea ones.
