Abstract: According to the principles of governance, the implementation of a precautionary strategy should be entrusted to those directly concerned and to socially responsible non-state actors, namely businesses and local communities. However, states should intervene in a decentralized manner to coordinate actions and facilitate the application of the precautionary principle in international agreements.
