Abstract: The GPEC (job and skills forecast management) is explicitly related to strategic goals. However it does not establish a correlation between strategic competencies and individuals competencies which by definition have an impact on the overall strategic competence of the business. The objective of this study is to propose a working model of how individual competencies are related to strategic competencies and therefore business development. We aim to create a technological solution to this problem, including an application of our proposed model. The study was executed in three phases. The first phase identified the limits of the GPEC, specially the competencies of the individual and those of the organisation relation. Secondly we proposed a model which allowed the creation of ontologies. Lastly, we show how to integrate this model into a practical technological solution, to simplify the task presented to competencies management.
