Abstract: The analysis of local development mainly focuses on sectoral specialisation and neglects structural evolutions which appear locally without changing the territorial skills. We give in this paper an analysis of the territorial development based on the competences specialisation using the resource-based approaches, originally developed for firms. Thanks to an empirical survey, we underline the relevant application of this new theoretical approach for some local areas, like Châtellerault, a quite small industrial basin specialised on low-medium technology, and whose development is mainly based on a "local system of competences". The analysis of its industrial history sheds light on its capacity to face industrial evolutions.
