Abstract:
This paper belongs to a larger research work which intends to prove the paradoxe of security where we are living in. We did not see the danger coming as we were blind to this illusion. The danger spread over the planet like a toxic cloud, as the Seveso accident. That is the reason why we can speak about the cindynic which is the science of danger and risks. The notion appears in the industrial world but could be applied to financial issues. At the exact moment where the world adopted the IAS and raised the banks capital requirements, the financial markets were confronted to an extraordinary systemic risk. Even worse these standards which were supposed to protect us and increase the world financial stability were considered as guilty and if not guilty part of the crisis process.
