Abstract: This paper aims at stressing the hybrid nature of territorial governance which characterizes the networks of enterprises creation. It oscillates indeed betwen a governance by performance contract and a partnership governance, in conformity with the two modes of regulation of public control for the consultancy associations and joint regulation for the financing ones.
