Abstract: Following their political independence, some developing countries tried to settle an industrial sector to accede to a real strategic as well as economic independence. The creation of an arms industry has been used as a vector of such an industrial policy; but this strategy, in most cases, did not lead to the expected results. Far from strengthening a weak and emerging productive system, the creation of an arms industry has increased the dislocation of national economies and weakened the development policy. Some successful experiences within this activity cannot hide the global stalemate of such an industrial policy, underlined by the recent attempts of conversion.
