Abstract: The article analyses the new structure of economic relations, related to provision of educational services. This is due to the need of increasing the income of higher education and to develop a more equal access to higher education for representatives from all segments of the population. Special attention is paid to reasons of growing personal expenses on obtaining knowledge, defining the basic features of the relevant management systems and the trajectory of higher education development.
